Now it’s defined so that Planck constant ℎ = 6.62607015 × 10⁻³⁴ kg m²/s, where 1 s is 9 192 631 770 oscillations of ¹³³Cs and 1 m is how long light travels in 1/299 792 458 s in vacuum.

So I looked it up and the mass change is actually positive, about 1 part per billion per year. Not evaporation but adsorption.
