I don’t think it’s necessary to impose those types of rules - people like him will still do it, but then all of a sudden there’s an economy for aged accounts, etc.
Regular block/ban/ignore/move on hygiene is necessary

I do think rate limiting new accounts would solve a lot of problems though. A new user could post something if they have a question to ask, for example, or something they really want to post, but it limits the damage someone like this can do.
