  I think it signals that the person cares about themselves, which is an attractive trait.

  I tend to dress all ratty and rumpled out of laziness whilst telling myself that it accentuates “my Bohemian vibes”, but I have to admit that I’m not attracted at all to women who don’t make an effort on their appearance so why shouldn’t I expect the same lack of attraction back?
