No, it would not be untoward to have her fitted as long as that’s something she would enjoy.

You should either include something to wear it to or indicate that future gifts may go that direction. Dressing up to go to a show, symphony, etc can be a lot of fun and that resolves the “but I have nowhere to wear it” objection she would likely have.
