Comment on Mom's birthday is coming up. She is really old school.. I was going to surprise her to take her to an out of town store to get fitted. Or is this kind of like asking how much a woman weighs thing?

  You should either include something to wear it to or indicate that future gifts may go that direction. Dressing up to go to a show, symphony, etc can be a lot of fun and that resolves the “but I have nowhere to wear it” objection she would likely have.

  As @phailhaus@piefed.social mentioned, it might be good to provide an event for such an outfit to be worn to since it’s been decades since she’s dressed up like this.

  No, it would not be untoward to have her fitted as long as that’s something she would enjoy.
