I mostly see this kind of fitting done for wedding dresses and similar. Usually high end. Does your mother wear expensive fashion?

No that’s kind of the whole point she hasn’t been fitted for a dress in decades. The expense is no matter to me as long as it makes her happy.

You should either include something to wear it to or indicate that future gifts may go that direction. Dressing up to go to a show, symphony, etc can be a lot of fun and that resolves the “but I have nowhere to wear it” objection she would likely have.

As @phailhaus@piefed.social mentioned, it might be good to provide an event for such an outfit to be worn to since it’s been decades since she’s dressed up like this.
No, it would not be untoward to have her fitted as long as that’s something she would enjoy.
