Then the artists & students and people looking for cheap housing close to the city moved in. A much more eclectic mix, and quite an interesting one. Thriving art scene and good food available very cheap (compared).

Footscray has been cheap and mixed for as long as I remember. When I studied and worked in the area a few decades ago there was a thriving immigrant community and lots of artists and students. It hasnât changed in that regard.
