He shot at a large collection of propane canisters and a nearby transformer intending to ignite it. It would have vaporized everyone nearby and injured people within a half mile radius.

You can tell he never intended to kill anyone by the fact that he had a bunch of guns strapped to his tank, and he drove into a building with children in it. The only reason he failed to kill anyone was because he was an incompetent piece of shit and the town was evacuated in time
