No, first they need to grumble nonsensically. Then threaten a -normally worded- letter…a few times. Then send that letter. Then and only then they’ll ‘threaten’ a strongly worded letter…a few times. Then it’s strongly worded letter time.

Or, they will sit in their armchairs and do nothing, just like they’ve done for the last year. And for most of the crime since 2016.
