It’s not uncommon for HMRC to make sweetheart deals with large multinationals. There was a massive select committee inquiry in the 2010s into this and I don’t believe anything has changed.
Counterpoint: HMRC will move quickly and swiftly to stop this loophole and fine Uber and similar companies without hesitation. Oh wait… No they won’t.

Yeah, but only if the deal means getting more money for HMRC.
If a company says “actually we’re going to declare our business operations in tax-free British Sark” then HMRC has to petition the government to stop them from doing that.
Or it can cut them a deal now
