How do they plan to get sick people back into work?
By treating their illness and either curing it or getting it into a manageable, healthy state, whilst providing them with the resources they need to regain employment? …right?
(The dole office don’t count, those people are, in my and many others experiences, soulless people who look down on you for being unemployed, treat you like a mentally undeveloped fool that couldn’t possibly understand how to write their own CV, and assume everything you ever say is a lie, don’t believe that you’re sick, etc etc. The dole office don’t help people, they drive them to depression.)

If the plans com to fruition I’m not sure it’s really meant to help anyone at all, rather just a way to hand out some more public money to a well-connected contractor.
To properly bring down long term sickness rates would mean fixing the NHS and greatly reforming regulations on employment and working conditions. Brining back opportunities for adult education would also help, I’ve known plenty of people who had to leave a particular career due to health issues, but could pursue many others if they had access to retraining.
