Start by identifying the fly. Habitats very by species.
Could be something died in your chimney, could be drain flies, could be vents. Could be doors or crawlspaces. Doesn’t take much.

You can build essentially fireproof houses using non-combustible materials. (Concrete, rockwool, steel framing, aluminum window frames, metal roofing etc…) and you can further protect by keeping the area around the home free of fuel.
If the fire gets close enough, the windows may break from heat, you still have smoke to deal with, and even a fireproof home can still slowly become an oven. Indoor temperatures can easily become unsurvivable.
Evacuation is always proscribed, followed by non-combustible construction coupled with strict control of fuel.

Do you consider lifetime costs? Do you consider the value of biological services of an undisdturbed land surface amd habitat? Do you consider the value of a lifetime of energy savings for heating and cooling? Do we factor climate change opportunity costs? Do you consider the disaster resilience of a subterranian building built once vs the multiple constructions of a tornado or hurricane built?
Sometime what seems cheapest can be the most expensive.

End all fossil fuel use asap and make trade blocks that prefer countries that do the same. Tarrifs gor those that use dirty fuels beyond the Eurobloc’s schedule.
Remember, even if we stopped today, there is a 20 year lag time so it’s getting way, way worse.
