Because businesses need support. They need to be able to rely on others to quickly get everything back in order or they lose money.
And since Linux does not have any (except for RedHat), they would need to have that support in-house. Which is a lot more expensive and still does not give all the expertise that big companies like Microsoft have.
For consumers it is free, but for businesses it costs a lot more money than using corporate standard software.

Valve does not always win. Users are just more tolerant towards Valve than any other platform because of the cheap games they can buy during a sale. Nothing more.

Steam has effective monopoly.
If a game is not released on Steam, it might as well not exist. There are only a handful of exceptions.
And games that do get death threats from Steam fans. Because how dare those developers not release on the only good platform?

The less something is available, the more it is worth.
Take VHS recorders for example. Something that used to be extremely common is now super rare because it doesn’t get manufactured anymore, but tons of people still have plenty of VHS they want to see so they still get used. After a while those break down too, making the pool even smaller.
