For context: the cadet program isn’t run by the main forces that see any live combat. Contrarily, it’s run by a sub branch of the reserves - the Cadet Instructor Cadre (CIC). CIC members are considered part of the military, but they aren’t trained for any form of combat; their focus is an after-school youth program for high schoolers

So if I were a foreign asset and in charge of the executive branch, I would ensure that every cabinet position and agency was headed by an incompetent, obnoxious, embarrassing criminal, so it simultaneously: discredit the institution, accelerate dissolution of public faith in government, actively damage the agency and its mission, and weakens the United States by a death of 1000 cuts.
But that’s just if I were a foreign (why not Russian) asset actively working against the best interests of the United States.
