Even if you did not have a vpn already you could just use a free one that is not blocked even if not very safe.
Or you could ask an outsider for a wireguard file or something similar until you get your own.

If you have your own VPN then you can. But if hundreds of people use the same server, how could you hide it?
Actually how do vpn blocks work? Also could you make a VPN with a VPS you rent or no?

Define VPN blocks
At work, our network is severely limited and VPN are just blocked at all, there is no way to get any kind of VPN connection out. Not even wireguard.

wireguard protocol is easy to identify and block. wireguard was designed for efficiency and speed not for circumventing censorship

when you try to connect to a VPN you send certain request. firewalls could read that request, determine its an attempt to connect to a VPN and block it.
