I was under the impression Pegasus was a cypress / greek company product, where the founder was from Israel (special tech military group). The founder made it outside of Israel so they didn’t need to abide by their rules and laws.
However it does have a check to not target Israeli phone numbers.

Sounds like an act of war, but me guess… Pegasus is controlled by the Israeli government. And they already control foreign governments.
