Probably due to the excessive amount of scamming from that area. You’ve likely heard of the Nigerian prince scam (In vague terms if nothing else), well theres also scams like attempting to use non-paypal stuff like western union so it can’t be refunded, or faking confirmations on payments, etc.
Perhaps, but most Western sellers just see the whole of Africa as a “dangerous” place to ship to, just like the Middle East, etc. They might be afraid that factors outside of their control will prevent delivery, and in which case eBay is aggressively pro-buyer in such disputes.
Personally, I do not ship internationally at this point and have seen many friends lose thousands shipping and item around the world, only to get charged an obligated refund 5 months later when the buyer says it was never delivered to their 7th floor coffin home in Taiwan.
