Excel alone is enough of a reason. Then there’s OneNote.
It’s a commendable idea, but the way to do it is to analyze how work is done, and plan tools to replace how work is done, or develop new tools/methods/systems/processes, first (along with training).
This is a massive undertaking that I doubt any goverenmental body really has the expertise for.
