23/30 owners need to vote yes.
This vote is to allow the league to get bids from Seattle and Las Vegas specifically.
Then once the bids have been received another vote later this year would occur to approve those.
One of the Seattle bid teams has the guy who transformed Toronto sports teams leading them. And Masai is likely to be involved with them.
