I have set an Arr stack with qBittorrent utilizing SOCKS5 server set in another country. Am I still under surveillance if I use my local IP address to download .torrent files or use magnet links?
How does ISP or in general Torrenting tracking works?

Your ISP will know which sites you visited, even when they cannot specifically say what you downloaded.
Just assume everything you do online is logged at some point.

SOCKS5 proxy runs through VPN. Actual IP on the peer list would be one from another country.Torrent file is fetched through Arr with a local IP. Can ISP prove that I have actually downloaded anything?

As long as you keep using a VPN+SOCKS proxy you have nothing to worry about from your ISP.

ISP doesn’t care unless they get a DMCA from a copyright holder. They don’t prove or disprove anything, they just kick you off their network if they recieve to many DMCA notices linked to your IP. If your IP is used to download torrent files with no obfuscation, expect DMCAs in your future
