Am I missing something or does “This text has been loaded in plain text format due to the large size of the XML/HTML file. Loading the XML/HTML in a new window (2MB) may take several minutes or possibly cause your browser to become unresponsive” mean nothing? I could very well be missing something.
You can download the HTML version which does have links…but it’s barebones with no styling. Who reads documents as html??

I hate this shit.
If I had to guess though, it’s probably because whatever lowly congressional staffer that exported the document didn’t have the Acrobat Pro license, because that takes a whole separate procurement process. Or some other stupid shit like that.

The has Acrobat Pro but DOGE cancelled the license to save money.
