  Congress authorized the money in a bipartisan breakthrough around addressing gun violence after a shooting at an elementary school in Uvalde, Texas, killed 19 children and two teachers.

  Why would you let congress, the body that the constitution says should create laws, go and do something good for students when you can just run things as an autocrat and harm them anyway?
