Seems like you're talking past each other. That other person isn't getting what you say or they're distracted or not paying attention... You could point out that there is a misunderstanding and explain what you meant to convey?! I'm not sure, depends on the situation. Maybe they're uncomfortable around you and you should make them comfortable.
