It sort of has a fluid meaning, but essentially a extremely sensitive person. Sometimes one who lashes out.

The internet has some extreme cultures. One group has taken to asserting any use of female, from a non medical professional, as a dog whistle for incels, terfs, and extremists .
As far as I’m concerned any weaponization of common English is just evil
