Perlman said when the 2019 movie was being planned that without Del Toro, he wasn’t interested, and Del Toro isn’t interested in doing it at this point.
The 2019 movie was a reboot rather than the third movie, even though it was originally meant to be the third.
This new one is another reboot.

As well loved as the first movie is, and to a lesser degree the second, they weren’t big enough money makers at the time, so nobody was willing to pony up and make them
