You are a nurse, so you shouldn’t have too much problem with a skilled visa like any first world country.
As for other people, it depends on your skills and if a person or company will sponsor your visa.

I was asking for my bro, he has mental problems (which he keeps under strict control with his meds) he’s on disability and has a hard time with flying or being in small spaces… It may be a fly by night thing but thought if he could do a work from home or do charity work online for Canada, that they may let him in one day. And does he need to go to Canada to become a Canadian or can he get dual citizenship like online or something after passing a bunch of tests.

It might be difficult for him. Canada’s immigration system is primarily built on skills. Highly skilled and in demand workers have a comparatively easy path. Skilled in this case can mean different things but typically requires a trades certificate or university degree and several years of full time experience. If he doesn’t clear that bar then he needs to go through a provincial program which may have different skill requirements, but would require him to live in a specific place for several years.
From your description it sounds like he works less than full time in a low skill area. It may be difficult for him to qualify.

He has like an Acre or more garden. He can grow anything. You name it he probably grew it. Hell he even came up with miniature hot houses for each tiny plant during the winter. He grew pot one but he can’t use it because the meds. So he gave it to all the cancer patience we know and went to the hospital as a volunteer to offer them some to relieve the pain. He did it for fun. But as AR is built pretty much on rocky soil it should be tough, for him it’s not. Wakes up every day at 5 and tends to his flock. He even plays music for them and apparently knows which type of music each plant likes. (don’t ask me how he knows this but it apparently works)

You can apply for permanent residency after a certain number of years living in Canada legally, but citizenship is more difficult to obtain. You get extra points if you studied there, and it’s definitely easier if you marry a local.

The disability bit is hard. There are medical exclusions for going into Canada. I’m on that road right now and I have a heart issue which, for me, equals disabled. My best advice is talk to an immigration specialist - but be sure to check that they are legit and have the right certifications.
Otherwise,like other people are saying, it’s a lot about skills. If your brother is amenable to going to a school in Canada, that’s also an easier way. It’s not a guarantee, but a student visa will last a bit and then having that already Canadian training, it’s easier to be hired by those companies.
