In the article you posted he just admitted in his own words that he won’t do it with the dems in the house. He does have final say in what gets passed in the end. He literally won’t “do it” unless they win. That means even if it was tried to be put through by dems he would spitefully veto. That’s his offer. He isn’t trying to pass 5k for people and dems are shutting it down he’s buying votes with a lie. Idk what you’re not understanding
