What I meant was that the FPGA has to load a bit file before booting so technically it can’t boot mainline Linux OOTB
We jumped Xilinx before we proceeded to Zync, so I don’t know the details, but loading the FPGA is not something I’d count here. E.g. a Raspberry Pi loads a bootloader before loading the kernel, and a PC loads it’s bios first.

Depends on what CPU it simulates. Probably a RISC-V. It would be a big waste of resources.
Some Xilinx chips do have real ARM cores that do run Linux and Android.
