The 5 Techniques were standard British military interrogation methods. There was public outcry after they were used in Northern Ireland in the 70s and were then banned and made illegal.

They were then reclassified as torture by the echr in 1976. That was appealed, successfully, and classified as not torture in 1978

The UN classified them as torture in 1984.

So, the UK did not use torture to control the strait of Hormuz, but did use those techniques illegally in Northern Ireland.
