I imagine it’s the latter, I can’t find anything relating to the Italian government participating in this online
was there at least any legal procedure through Italian courts? or did they just decide to single handedly censor a whole organization?

Italy didn’t do anything. The US decided unilaterally to disable their org domain. If any, some Italian political parties have presented a parliamentary interrogation on the matter
