Comment on People who do not specify units of measurement in international contexts

Why do you need their time zone if you know their local time? You’ll either be in the same time zone as them, or in one that you can reference your time to theirs.

My local time is 1705 right now, doesnt help much, its better if I say 1705 CEST…but it helps way more to say that Im 1705 UTC+2
