As an Asian person, if you think that’s the extent of ethnic bigotry in East Asia then you have some history to read up on.
It’s offensive because it hearkens back to recent history of extreme levels of ethnic conflict that include cultural genocide, industrialized rape, mass murders, and slavery.
Your mistake is that you have assumed that sign is meant to exclude westerners, when the west only makes up a small minority of tourism in Japan. Just South Korea and China (including Hong Kong and Taiwan) make up 75% of tourism in Japan. Both of those ethnic groups were victims to some of the worst war crimes in living memory at the hands of Imperial Japan.

Yes… But bad things happening here and now does not mitigate the crimes of the past that happened elsewhere. Both should be examples of things that we should be critical of. Being critical of one does not affect your ability to be critical of another, in fact they should serve as supporting examples of why all those behaviors are evil.
Saying one is an overreaction is ignoring the history of Japanese oppression even if that wasn’t your intention. A better route would be to claim that racism in America is not as well discussed as it should be.
