There’s been no confirmation of that, that I’m aware of. Only that it will not be part of the game at launch. This is no different than GTA5, which did not get its online features until about month after release.

probably will have DLC/mtx involved? if they are planning to milk the game for everything it is is.

It will most likely be a separate game, with required monthly subscriptions (see basically all MMORPGs) in order to extract as much money as possible.
