Rioting is illegal and usually it’s poor people smashing the windows of other poor people’s shops.
The word you’re looking for is “uprising” or “revolution”

I see where you’re coming from, but that’s why we need targeted action and leadership. An uprising or revolution would be just as illegal.

Any group with a serious leader gets co-opted and the leader killed or imprisoned. Small underground groups of 10-20 people or fewer can do a lot. Many components of things like Patriot missiles are made in average workshops and factories with relatively little security. With a little know-how a small drone is relatively easy to construct as well.
