The guest usually has a lot of discretion over the monologue if they want it, but the sketches are written by SNL writers.

Is it a thing that normally happens? If not, I can see how the SNL writers would get pissed off at it.

I agree they would be pissed. Apparently they have to fight to get their sketches aired. If their sketches are never picked they end up fired. I could see a guest pitching ideas to the writers that they then might choose to use in a sketch they write.
