Comment on Why in America is .08 the legal limit for drunk driving? How come it's not an even 0.10? Who decided at what level being drunk starts? Then 4 beers of 12oz's is 0.08 why is it that small?

Some counties are 0.0%. My friend in Japan slept in his car after a night if drinking and got pulled over the next morning (I think cops had seen him in the car and were waiting). He had 0.1% and got deported
