A bit of whipped cream made with vanilla extract could put you over 0% since the extract is nostly alcohol.
It should most definitely NOT be .00. That would lead to massive abuse by the police as having a sip of cold medicine could land you a dui.

Some counties are 0.0%. My friend in Japan slept in his car after a night if drinking and got pulled over the next morning (I think cops had seen him in the car and were waiting). He had 0.1% and got deported
