Blacklist any country with any form of aggressive military operations: Russia, China, USA, Israel, Iran, Lebanon, Indonesia, etc.

Well if you subtract the ones I listed and India then bout 187 including Taiwan, the entire EU, Mexico, Canada, South Africa, etc.
But more realistically probably like 130 depending on how you draw the line and after excluding aggressors in Africa and South America.
