The candy gets tossed on the street, its the foil they want.

I would have assumed the same but the littering of the candy bars was a specific part of the problem.
I have little reason to believe this person was lying, i also don’t want to give to much if their personal detail context online but fair i wasn’t there myself to witness it.

I wasn’t really comparing the severity of drug problems in the US vs Europe.
Just that the phenomenon is not exclusive to the US just like being naive about drugs isn’t exclusive to Europe.

What do you mean with being naive about drugs? I don’t think in Europe we’re naive about it, we know there’s addiction here as well but we take care of them as fellow human beings instead of excluding them from society and making the situation worse.

Only way i can read it is to say this problem doesn’t exist in Europe.
