Well, if you were connected to the internet, it likely had patches it wanted to download.
If you’re not connected to the internet, or refuse the patches (if possible), the disc should install and play. There are some games out there that don’t include the whole game on disc (minus previously mentioned patches, of course) but they are the minority afaik.

They are a physical token of ownership mainly, which is very important as Sony has demonstrated that will happily remove content you’ve bought because licensing ran out. That’s a huge boundary to cross.
