It is both.
Though most home cooks aren’t following any food safety guidelines for raw flour. They toss it all over the place, all over everything, and only the stuff that goes in the oven gets sterilized.
Many people also consume raw and undercooked eggs on a regular basis.

Whoa, that’s interesting, I’ve never heard of raw flour being dangerous
