Also, generally speaking, fish are halal to eat.

So there’s no reason for a non muslim fish to either literally not be halal, as food, nor abide by muslim dress code, as a ‘person’.

The widely varying different standards of Islamic Dress Codes != Halal.

To conflate the two would be like asking if a Yarmulke is Kosher. Its … nonsensical.
