In suburban areas of the US and Canada, mixed use buildings are generally not allowed.
Mixed use meaning retail space one the ground level with apartments/ condos above.
However, some of these shopping centers are built to give the appearance of mixed use space to give it a more “luxurious” appearance.
So the post is implying that the second floor of the building is fake.
Another commenter has pictures of before and after the remodel that added the “fake” second floor.

Really? I’ve seen plenty of “luxury” apartment buildings with an overpriced fancy grocery store on the bottom floor.
