The LCD screen can run anywhere from 20hz to 70hz, it just starts getting more and more flickery below 35ish and the panel isn’t rated to run over 60 which is why Valve limited it to 40-60.

The Steam Deck doesn’t have a true variable refresh rate capable screen; therefore, it only supports certain refresh rates, usually high 40s, 50 Hz, 60 Hz, or 90 Hz (OLED). Because of this, you simply can not do 25 FPS @ 75 Hz.
As to why you can’t do 30 FPS at 60Hz, my guess is Valve is prioritizing lower input latency due to increased refresh rate

This is not about VRR. I am talking fixed refresh rates.
This is entirely possible because the display can perform at any refresh rate between 40 and 90. As to why 75 over 50, your second paragraph answers that.
