A bunch of retroreflectors. Something like this. Hang them from strings in your windows. Retroreflectors reflect back light to their source. Don’t shine your own bright lights, just return some of the photos to the people that made them. And if by some miracle the cops do complain, say that they’re just decorative and meant to prevent birds from hitting your windows.

Sounds like perhaps you need to move to an apartment where the lights from the road don’t point at your windows
I’m not sure people need to be revenged just for existing; seems like the problem is the location of where you are at.

Nah peeps can experience natural consequences and forced empathy. Forced empathy thru natural consequences is the most instructive of teachers. Retroreflectors can help ease them into that

It actually sounds like you might need a little dose of forced empathy based on your post and comments. I understand you are angry about this, but thinking that they must be immigrants or dog/ child abusers because they left their lights on? That’s not normal. Get yourself better curtains or consider moving to a different apartment before you do something stupid that you’ll regret when you grow up.
