Because in A New Hope he was supposed to be Tarkin’s underling and being the right-hand man of the Emperor was a retcon that developed when it grew into a trilogy.
Tarkin might not have taken any shit but in that later context Vader puts up with it because he’s there to be the Emperor’s eyes and hand. As long as the plans proceed Tarkin has free reign but if he fails or tries to seize power Vader is there to kill him.
It’s a planet killer superweapon, after all. The Emperor can’t risk Tarkin jumping into Coruscant orbit and firing without an insurance policy.
