Lol not IN the kettle, but made with the hot water you get from the kettle
I only know both in the form of milky chocolate.
And some are intended to be stirred into water because it contains powdered milk.

Not really. But understandable.
I had some Lindt hot choco packets and at first also used hot water. But the result was so thin I quickly switched to milk (as it should be). Probably missed se more milk powder.
