He certainly seems to think so, though. When he was sharing his emotions with Picard, he was distraught that he wasn’t as open about his fondness for Amanda, before she died.

Sarek felt that he could have demonstrated more affection towards his human wife in a way that was meaningful to her. That is not the same thing as saying that Vulcan culture is unaffectionate.
