It’s from The Simpsons s20e07: “MyPods and Broomsticks”.
Happens around 8:37 into the episode. Scratchy is listening to a MyPod (parodying Apple iPod). Itchy reaches over and increases the volume past its limit, causing Scratchy to blow his eardrums.
