Yes. Nintendo’s game development group (formerly EAD) is based in Japan with the mothership. The localization team may have input and localize it at around the same time in the development cycle, but it’s written in Japanese first.
How the NOA/NOE teams decide to localize it is largely up to them, though I suspect there’s at least a little oversight from headquarters.

It’s a hard sell to try to get people to seed Terabytes of data. Might be easier to find people to seed if the collections were split up to make them a few hundred Gigabytes.

Basically: if the Roku device detects it is not actively playing a video, it will show ads. Whether or not tbis will happen while your TV is set to another input that doesn’t contain a Roku device isn’t clear based on the akimming I did through the diagrams.
