The state has certainly upped its threats, but how many of its agents are comfortable with them. Can they rely on people not finding ways to recuse or distance themselves? Whilst some police are hostage to mortgages, military are probably unwilling to support action against civilians and fellow citizens.

Victory conditions are when Liberal MPs start turning on Trudeau. They don't even have to do it publicly, they just need to oust him through whatever mechanisms are available to them, or defect to another party.
The movement needs to focus on leverage on Liberal MPs that are vulnerable to losing their seats.
